Car failed the HC portion of Idle emissions test?

I have a 1994 ford explorer that recently failed only the idle HC emissions portion of the emissions test. The cruise limit for HC was only at 12ppm but the idle limit was 1214ppm! The CO levels for the idle emissions ped as welI. I recently changed the spark plugs and the oil. My car ped every other portion of the test.
